Design energy-efficient systems. Use computer simulation models to locate the most cost-effective methods to do so.  If local code has demonstrated quantitative and textual equivalence following, at a minimum, the U.S. Department of Energy (DOE) standard process for commercial energy code determination, the results of that analysis may be used to correlate local code performance with ANSI/ASHRAE/IESNA Standard 90.1-2007.
