OPTION 2: Based on the 2003 International Performance Measurement & Verification (M&V) Protocol (IPMVP) Volume III: Concepts and Options for Determining Energy Savings in New Construction’s Option B:  Energy Conservation Measure Isolation: a) Create and apply an M&V plan.
